To the person who is aware they are volunteering. Anything else would undermine that persons will. Will is something of an individual liberty especially when it comes to a persons choice to disclose their personal/protected medical information. People suffer from a multitude of disabilities which limit them in a variety of ways. Being able to work from home would make a simple one size fits accommodation for many health conditions. I feel that people who suffer from depression/anxiety and/or PTSD should be able to bring a service dog to work in order to help ease symptoms and potentially improve work performance as well as quality of life.
